Cadets communicate concerns via protest, letter

  Cadets at the International Maritime University that protested conditions at the school last week on the streets of Balboa have sent a letter to the Association of Naval Officers denouncing the academy's disproportionate spending on administration in comparison to that invested in physical training facilities for the students.
