Public divided over new security reforms

Panamanians are divided over the adoption of recent security reforms.
According to a survey conducted by Unimer for La Prensa, 40.3 percent of those interviewed said the reforms alleviated some of their concerns about the state of public safety, while another 38.1 percent claimed to be "worried" by the changes, believing they may serve to re- militarize the country. The remainder were undecided.
Since its adoption on August 20 last, civil liberties groups, such as the Red Democracia Ciudadana, have condemned the reforms as "unconstitutional." That group plans to submit an complaint with the Attorney General on September 17. Members of the group have already filed a lawsuit against the Cabinet, which was responsible for granting President Martín Torrijos the special legislative powers to pass the reforms by decree, avoiding public consultation.
