The government's progress toward instituting changes in security agencies has taken another step forward with the appointment of Rodrigo Cigarruista as the vice minister of Seguridad Pública.

Cigarruista said that he is currently focusing on organizing the components of the government's comprehensive security program, which includes adding a border patrol and intelligence branch.

In terms of other appointments to the newly-created agencies, Cigarruista said that will be done after the Asamblea Nacional ratifies the changes in September.

The new vice minister also denied that the changes will return the country to the conditions that existed during the military dictatorship.

“What we're doing is creating police agencies with specialties in areas where external threats, such as drug trafficking and arms trafficking, are putting citizens at risk,” Cigarruista said.
