Millions owed for leases
According to government statistics, entities that have received concessions from the state have accumulated a combined debt of more than $23 million.
The list of those entities that has accululated a debt is long and varied, with churches, universities and civic organizations appearing next to the names of developers.
The state has 154 tenants, mostly located in the reverted areas. Of those, 57 percent have kept up with their payments while the rest have accumulated some level of debt.
Of those delinquent accounts, the majority of the money owed is linked to concessions in Amador. Tenants in that area owe a total of $18.4 million.
The government granted concessions to 14 groups in the Amador area, which is viewed as having the greatest potential for tourism development in the city.
Most of these concessions, which were supposed to result in the construction of casinos, golf courses, hotels and marinas, have gone unrealized with the time limit established by the government for their development having expired.
The company owing the most money is Grupo F, which also has the largest amount of leased area.
While the company was supposed to invest $14 million in a high-end shopping area, it instead built a convention center. To date, the developer has not delivered a single building that could be used as a store, high end or otherwise.
