The Dirección de Responsabilidad Patrimonial (DRP) has ordered a former Panamanian consul and her assistant to repay almost $60,000 because the assistant did not perform her job.
The DRP released its decision against Dinabel del Carmen Peralta Solís and Rita García de Frochaux in March. The pair did not appear at their sentencing, and the government has not been able to locate them.
According to testimony, Peralta Solís was a consulate assistant in New York City from April 200 until October 2004. In that time, she collected $56,520 in salary.
But Frochaux, who was Panama's consul in New York from 1999 until 2005, testified that she was never told to assign any duties to Peralta Solís.
Peralta Solís testified that during her time as an assistant consul, she helped Panamanian students studying in the U.S., helped promote the country as a tourist destination and attended events at the United Nations. She said she was appointed to the post by Chancellor José Miguel Alemán.
